I found the application question to be tricky. Even if you got the answer wrong, how did you decide which answer you felt was correct. I could easily eliminate two answers, but I had difficulty with the other two. Finally, I choose the answer based on the main idea of the article. How about you?

As you have rightly pointed out, this question sometimes has an indirect/tricky answer. In this article, the question was about the advantage of the Lifeline medical-alert pendant. As correctly approached by you, options Ｘ and 〇 can be eliminated immediately.
The Reading Text mentions that the pendant is useful for "monitoring" a patient's condition (by doctors) and finding/identifying the health problem. Thus, it helps doctors to be in touch with patients and quickly know what's wrong, but it is not something that helps in the actual treatment of the disease/health condition (which will come later). I just finished the Intermediate level article "Confronting urban population decline". Q2 What is a must for small cities to avoid population shift? I don't want to discuss the correct answer here however I want to know why the correct answer is # △ and the rest is wrong.

The key word is "must". In this context "must" means absolutely necessary. Therefore, answers △ and ◆ are wrong."Lack of education" means not having enough education. This is a bad thing. Therefore since # 〇 is wrong, # △ "all of the above" is also wrong.
I think #◆ and # △ are both possible, However, # △ is the better answer. A proper tax structure is necessary to keep small and medium-sized companies in the city. However, a proper tax structure will not be enough if adequate housing is not available. This is repeated at least twice and is one of the main ideas of the article.

私が少しForumを使ってみて感じた点は、投稿した記事はその記事に誰かが書き込んだ瞬間、取り消しができないことが、足枷になっているのでは、ということです。
それから、この足枷に似ていますが、投稿する前に一応、確認画面は出てくるのですが、投稿してしまうとそれを編集できないので、後の祭りになってしまう場合がある。
更に、英語だけ！という指定でForumのTopicを提示してくる人もいるので日本語で投稿することに躊躇してしまう。
こんなことが、Forumへの書き込みが少ない理由なのではないかと分析しています。
それから、Mixiから始まって今や、Facebookが世の中にはありますからね。 ただしFacebookですとBEProのForumのような匿名での投稿ができないので、Shyな人々には臆してしまうかもしれませんが・・・。
そんなことを考えていたら、先週たまたま食事をご一緒した方から、こんな意見が出たのです。
