The key word is "must". In this context "must" means absolutely necessary. Therefore, answers △ and ◆ are wrong."Lack of education" means not having enough education. This is a bad thing. Therefore since # 〇 is wrong, # △ "all of the above" is also wrong.
I think #◆ and # △ are both possible, However, # △ is the better answer. A proper tax structure is necessary to keep small and medium-sized companies in the city. However, a proper tax structure will not be enough if adequate housing is not available. This is repeated at least twice and is one of the main ideas of the article.
